Ohio Medicare + Medicaid · Know your level

Full Medicaid or premium help?
The difference matters.

A Medicaid number alone doesn’t tell the whole story. Your eligibility level determines whether you have full Medicaid benefits—or help with Medicare costs only.

Full-benefit duals

QMB+ · SLMB+ · FBDE

All three include full Medicaid benefits and can meet MyCare Ohio’s full-Medicaid requirement. Other enrollment rules still apply.

Partial-benefit duals

QMB-only · SLMB-only · QI

These categories help with Medicare costs, but do not include full Medicaid benefits. They do not qualify you for MyCare Ohio on their own.

Full Medicaid may include dental, transportation, and long-term services and supports when eligible. For SLMB+ and FBDE, cost-sharing help follows Medicaid coverage and payment rules; it is not the same blanket Medicare billing protection as QMB. CMS category definitions

What the official plan document says

“Because you get help from Medicaid, you pay nothing for your covered services as long as you follow our plan’s rules.”

The document also says providers cannot bill you for in-network covered services. This applies to eligible full-Medicaid members—including QMB+, SLMB+, and FBDE—not just QMB+.

This is not a promise that every service is covered. Network, medical-necessity, and authorization rules apply. Some Medicaid long-term care can have a separate “patient liability.” Other plans have their own documents.

QMB-only still has strong protection.

QMB-only pays Medicare premiums and protects you from Medicare Part A and Part B deductibles, copayments, and coinsurance for Medicare-covered care. Providers cannot bill you for those costs—even if they do not accept Medicaid. But QMB-only does not give you full Medicaid or MyCare eligibility. A small Medicaid copayment may apply.

SLMB-only and QI are premium help.

These programs pay your Medicare Part B premium, not your medical deductibles, copays, or coinsurance. Those costs remain subject to your Medicare coverage. They also qualify you for Extra Help with prescription drug costs, but that is not full Medicaid.

Official references & eligibility definitions

In Ohio, QMB+, SLMB+, and other full-benefit dual eligible (FBDE) categories include full Medicaid benefits and can meet MyCare Ohio’s full-Medicaid requirement. QMB-only, SLMB-only, and QI do not include full Medicaid benefits and do not qualify for MyCare based on those categories alone. MyCare eligibility also requires age 21 or older, eligibility for Medicare Parts A, B, and D, and no applicable enrollment exclusion.
